Zoning Overlay for Nighttime Aircraft Noise at Piedmont-Triad International Airport

The City of High Point recently selected Wyle Laboratories to provide acoustical consulting services to the Planning and Development Department in support of developing noise overlay zoning specifically designed to address nighttime noise exposure from the FedEx cargo hub operations under development at nearby Greensboro Airport. Tasks included in this project include:
- Using the Number of Events Above (NA) metric, Wyle is modeling NA contours above the selected threshold noise level for the specific hours of nighttime cargo operations. This will enable the City to define the contour thresholds in the Zoning Overlay Ordinance that are directly related to nighttime noise events and the thresholds of sleep disturbance as defined by existing scientific research,

- A summary of the latest research findings on sleep disturbance resulting from nighttime aircraft operations, and how it applies to the specific window of time for forecast nighttime arrivals and departures,
- Recommendations to the City regarding appropriate thresholds for disclosure, extra sound insulation, easements and where to limit or preclude noise-sensitive development, and
- General guidelines for building construction practices that reduce interior sound level of noise generated by aircraft.
